£1.3bn SRN resurfacing work up for grabs

National Highways is seeking bidders for a Pavement Delivery Framework valued at £1.3bn over five years.

According to the contract notice, the government-owned company is proposing to put in place a new category management Pavement Delivery Framework that will provide the supply of materials, plant and labour to carry out surfacing and pavement construction operations, for its Operations Directorate.

The framework is divided into nine lots that do not exactly map existing National Highways areas:

• North Super Region - areas 10, 12, 13 and 14
• Central Super Region – areas 6, 7, 8 and 9
• South Super Region – areas 1, 2, 3 and 4
• North East Region – areas 12 and 14
• North West Region – areas 10 and 13
• Midlands Region – areas 7 and 9
• East Region – areas 6 and 8
• South West Region – areas 1 and 2
• South East Region – areas 3 and 4

A maximum of two lots will be awarded to any single tenderer.

Works include but are not limited to: bituminous and concrete repairs; surface restoration techniques; planing; paving; iron work adjustment and renewal; Cold Applied Ultra-Thin Surfacing (CAUTS); hydraulically bound mixtures; in-situ and ex-situ recycling; warm mix asphalt; footway surfacing and asphalt kerbing and temporary works.

Other duties include but are not limited to: provision of welfare facilities; Principal Contractor duties; Incident Response (Rapid Response); framework mobilisation; Early Contractor Involvement; and community participation.

The framework is open for use by National Highways and other contracting bodies, which are appointed to the Concrete Reconstruction Framework and its successor.

Following market engagement activity in June 2021, National Highways published a prior information notice in November and held a supplier engagement event in December.

The deadline for receipt of tenders or requests to participate is 3pm on 12 May 2022.
