£76m for Devon minor engineering framework

A new minor engineering works framework with an estimated value of up to £78m has been tendered by Devon County Council.

Planned to span four years from April 2026 until March 2030, the framework will cover any civil and structural engineering works related to the expansion, improvement and maintenance of the county’s highway, cycleway, waste management, flood risk management and structures assets.

It is expected that the framework will be split into the following six lots:

• Lot 1: Highways work orders ≤ £200,000 – estimated value £12.36m
• Lot 2: Structures work orders ≤ £200,000 – estimated value £8.28m
• Lot 3: Highways work orders > £200,000 and ≤ £1,000,000 – estimated value £22.56m
• Lot 4: Structures work orders > £200,000 and ≤ £1,000,000 – estimated value £15m
• Lot 5: Combined structures and highways work orders >£1,000,000 and ≤ £4,000,000 – estimated value £15.6m
• Lot 6: Rail interface structures work orders up to £1,500,000 – estimated value £4.2m

The first four lots are expected to see up to six suppliers assigned to them, with Lot 5 having eight and Lot 6 only having two companies assigned.

Enquiries to participate in this framework must be submitted by 14 November 2025, with tenders due by 5 December. An announcement of the successful applicants is estimated to be made by 12 March 2026.
