Marlborough Highways has won two contracts to provide highway and street lighting services for Havering Council, with a combined value of up to £170m.
The works commenced on 1 April 2025 and will initially take place over six years, with the possibility of a four-year extension - taking the potential value to £170m over the full duration of the contracts.
The highway services includes the maintenance and improvement of the roads and footways within the borough, traffic and parking improvements, flood management and emergency response services. It also includes new services, such as gully cleaning and winter maintenance.
The street lighting services contract allows for the enhancement and maintenance of Havering’s lighting infrastructure, including illuminated signage, along with the implementation of a central management system to improve energy and operational efficiency.
Both Havering Council and Marlborough highlighted the council’s Climate Change Action Plan and pledged to use low-carbon materials, along with more electric vehicles and biofuel-powered machinery and more efficient construction methods.
Marlborough said it would also conduct a series of social value initiatives as part of the deal, including prioritising resident employment, providing training and educational courses, engaging with local schools and colleges and supporting community organisations.
