TfL announce £700m infrastructure improvement framework

Transport for London (TfL) has announced a new framework for an upcoming infrastructure improvement programme worth £700m that will run from October 2025 for a possible total of four years.

The framework allows for a maximum of four suppliers to participate and call-off contracts will be awarded directly without competition.

The projects that TfL expects to award through this framework include Elephant and Castle station capacity upgrade (approximately £60m), South Kensington station capacity (approximately £80m) and step-free access projects (£5-£15m, totalling approximately £200m).

TfL stated that this was not a call for competition. It said that ‘Rail Industry Qualification Scheme (RISQS) will be used as a qualifying utilities dynamic market’, and added that any contractor interested in this procurement event must register on RISQS here prior to 16 June 2025.

The tender notice is then expected to be published on 27 June 2025, with submissions due 5 September at 11.59pm. The contract will run from 20 October this year for two years until 19 October 2027, with a possible extension until 19 October 2029 making a possible four year total length.
