Westminster tenders £33m EV charging deal

Westminster City Council has tendered a contract for the installation, operation, and management of public electric vehicle (EV) charge points, with an estimated value of £32.9m.

The work involves the installation of 30 new EV DC rapid charge points on Westminster’s roads and will be awarded to the two highest-scoring applicants - one supplier would install 18 and the other the remaining 12.

Both successful suppliers will be expected to:

• Ensure the continuous supply of electricity to the charge points via the purchase of this on the wholesale market.
• Maximise the availability of the charge points to provide an all-year-round service at every charge point.
• Carry out regular cyclical maintenance and address any faulty or damaged infrastructure in line with the requirements of the specification.
• Ensure customers can use each charge point via a range of payment options with the offer of 'menu pricing' for some customer groups (residents, taxis, business fleets etc).
• Provide a customer interface, including a mobile app through which they can make payment for their charge, and full back-office support, including the provision of an all-year-round customer support helpline through which any issues or faults can be reported.

As the contract also covers the operation and maintenance of the charge points following their installation, the contract is expected to run from 2 February 2026 to 1 February 2031 and comes with the possibility of an extension until 1 February 2041.

Enquiries for this contract are due by 8 October, with tenders due by 23 October 2025. Westminster CC expects to announce the successful suppliers by 15 December 2025.
